D-545, Work Authorization—Progressive Design-Build, is a practical contract administration document used with EJCDC D-512 to authorize specific Work Packages during Phase 1 of a progressive design-build project. Issued by the Owner’s Advisor and executed by the parties, each Work Authorization identifies the authorized Work, incorporates the applicable Drawings and Specifications through Exhibit A, and establishes the compensation and time requirements for that package. Particularly useful for early procurement, limited construction, and other fast-track activities, D-545 provides a clear framework for advancing defined portions of the Work while preserving the terms of the underlying Agreement.

EJCDC includes the American Society of Civil Engineers, the American Council of Engineering Companies, the National Society of Professional Engineers, and the participation of more than fifteen other professional engineering design, construction, owner, legal, and risk management organizations.
