D-252, Request for Qualifications—Progressive Design-Build, is a practical RFQ document designed for use in procuring a progressive design-builder primarily on the basis of qualifications rather than price. Built around a one-step competitive selection process, D-252 provides a framework for requesting information regarding experience, key personnel, financial strength, and conceptual approach, while preserving flexibility to adapt to project-specific procurement requirements. Especially well suited to progressive design-build projects, D-252 supports early team selection, collaborative project development, and deferral of final pricing until the design is more fully developed.

EJCDC includes the American Society of Civil Engineers, the American Council of Engineering Companies, the National Society of Professional Engineers, and the participation of more than fifteen other professional engineering design, construction, owner, legal, and risk management organizations.
