Suggested Instructions to Bidders for Construction Contracts discusses the rules prior to the award of the contract and stipulates such requirements as bidder qualifications, subsurface tests, site examination, bid security, bid forms, date and place of bid submission, bid modification and withdrawal, bid opening procedures, special legal requirements, and award considerations and procedure.

EJCDC includes the American Society of Civil Engineers, the American Council of Engineering Companies, the National Society of Professional Engineers, and the participation of more than fifteen other professional engineering design, construction, owner, legal, and risk management organizations.
